IMPORTANT NOTICE TO ALL FEDERAL FIREARMS LICENSEES
ATF Form 4473, Firearms Transaction Record Part I – Over-the-Counter (Form 4473) has been revised. This letter highlights the changes to the form. You should review the entire revised form including all of the Important Notices, Instructions to Transferee/Buyer, Instructions to Transferor/Seller, and Definitions.
All Federal firearms licensees (FFLs) must begin using this form on July 9, 2012 (not earlier). After that date, you may no longer use the previous edition (August 2008) of the Form 4473 as it will be obsolete.

Attorney General Eric Holder in Contempt of Congress over Gun Walking Scandal

CAPITOL HILL — The U.S. House of Representatives voted Thursday to cite Attorney General Eric Holder in contempt of Congress for refusing to release documents relating to “Fast and Furious” – a failed government operation that put guns in the hands of Mexican drug cartels. The was vote viewed by many as a legal and political showdown between the Republican-led House and Democratic President Barack Obama and his attorney general.
With Democratic lawmakers in the mood to celebrate the Supreme Court ruling upholding President Obama’s health care law, Republican Speaker John Boehner agreed to bring the contempt votes to the floor of the House.
“Now, I don’t take this matter lightly and I would frankly hope that it would never come to this,” said Boehner. “The House’s focus is on jobs and on the economy. But no Justice Department is above the law, and no Justice Department is above the Constitution, which each of us has sworn an oath to uphold.”

Latest Drop in U.S. Murder Rate Will Confound Critics of Self-Defense Laws

Giving a positive character to the old expression, “same old stuff,” this week the FBI preliminarily reported that violent crime has dropped yet again – for the 18th time in the last 20 years. According to the report, the estimated annual number of murders dropped 1.9 percent from 2010 to 2011 which, given the increase in the U.S. population during the year, would translate into a drop of between 2.5-3 percent in the per capita rate of murders.
The FBI is expected to report the final 2011 figures around the end of the summer. Assuming those figures match the current estimates, the nation’s murder rate has been cut by about 53 percent and the total violent crime rate has been cut by about 49 percent since 1991, when violent crime hit an all-time high. Stated another way, the nation’s murder rate has fallen to about a 48-year low, and the nation’s total violent crime rate has fallen to about a 41-year low. Continue reading
Gun “Buy Back” Programs Continue, Despite Being Ineffective
Plenty of politicians and anti-gunners love gun turn-ins, often incorrectly called “buy backs.” (As one GunLink Forum user says, “How can you buy something you never owned ‘back’, using other people’s money?”) Misnomer or otherwise, the facts point to these programs being largely ineffective wastes of money, often at the expense of taxpayers.
For example, a recent Chicago Tribune OpEd states that six such events conducted over the past six years have yielded over 23,000 weapons turned in. One highly touted event alone claimed to remove over 4,000 weapons from the streets, (despite nearly all of them not being “on the streets” in the first place and nearly 700 being fakes or replicas anyway). For some, this makes little difference. As New Haven, Connecticuit, Assistant Police Chief Tobin Hensgen says in regard to gun turn-in events: “Even an unusable gun can be used to scare or intimidate.” Perhaps when the knife “buy back” events start up, we can make a little money with some rulers and silver spray paint.
