X Products Can Cannon Ruled to be an NFA Item When Assembled

XProductsCanCannonATFFresh from the X Products LLC Facebook page is a notice from the company about the BATFE’s determination letter regarding the classification of their “Can Cannon” product.

The letter indicates that the BATFE has evaluated the product and determined that, by itself, the product – essentially an AR-type upper receiver with a big tube for a barrel – is not a firearm.  However, when the user mounts the Can Cannon onto a lower receiver, he has created a short barreled rifle (SBR) if the lower is a rifle receiver or an “any other weapon” (AOW) if the lower is a pistol receiver.

The company’s letter states that they are in the process of finding a redesign that will not result in the creation of an SBR or AOW when the Can Cannon is mounted.  Until the fix is finished and approved, however, Can Cannon owners should be aware that assembling the product onto a lower receiver will result in a Title II firearm that is governed by the rules of the National Firearms Act (NFA) and, without the proper making/transfer/registration paperwork, can result in the potential for hefty monetary fines and prison time.

This determination is not the end of the world, however.  Aside from the X Products redesign, users are also able to just go with it and use this as an opportunity to start down the costly road of NFA ownership.  Although the extra wait (months) and expense ($200) may not appeal to everyone, owning NFA firearms is easier than most people might expect.  I suspect that what is needed here would simply be an ATF Form 1 Application to Make and Register a Firearm for the appropriate item (SBR or AOW) that you wish to create.

X Products is encouraging Can Cannon owners with questions or concerns about this matter to contac them directly

Perhaps Team GunLink may be in the hunt for a cheap Can Cannon when the market gets flooded by owners who do not want to bother with the additional work.

Armed Citizen: Woman Fights Off Attacker in Billings

Armed.  Safe.A woman was at home in Billings, Mont. when she went to her car to retrieve her purse. Upon grabbing the purse, the woman heard a suspicious noise and drew a .380-caliber pistol from the bag. A man then attacked the woman, who responded by firing at the criminal, prompting the attacker to flee the scene. (KRTV, Great Falls, Mont. 05/13/15)

Armed Citizen: Armed Husband Saves Pregnant Wife and Child From Rabid Fox

Armed.  Safe.A pregnant woman was watching over children playing in her backyard in Canton, Mass. when one of the children was attacked by a rabid fox. The woman rushed to the child’s aid, kicked the animal and called for her husband. The husband retrieved a gun and shot the fox three times, killing it.

The pregnant woman and the wounded child have undergone treatment for rabies and are recovering. (WFXT, Boston, Mass. 05/07/15)

DOJ Awards $2.4 Million Grant to NSSF’s Project ChildSafe

ProjectChildSafe_ORSThe National Shooting Sports Foundation® (NSSF®) announced today that it has been awarded a two-year, $2.4 million grant by the U.S. Department of Justice (DOJ). Funds will go toward providing firearm safety education messaging and free gun locks through NSSF’s Project ChildSafe program to communities throughout the country, to encourage responsible firearm storage and help reduce firearm accidents, theft and misuse.

“We thank the Department of Justice for its recognition of this important program,” said Steve Sanetti, NSSF’s President and CEO. “We’ll work to build on previous efforts and further raise awareness of the simple precautions gun owners can take to store firearms securely when not in use.”

The grant award is a strong endorsement of the effectiveness of programs like Project ChildSafe, which since 1999 has distributed more than 37 million free firearm safety kits across the country and in five U.S. territories. Thousands of law enforcement agencies, hunting and conservation groups, and firearms retailers already participate in Project ChildSafe and have been instrumental in expanding the reach of the program’s safety messages. The new grant from DOJ will likewise be instrumental in making even more free gun locks available to more gun owners nationwide.

“Programs like Project ChildSafe work because proper storage of firearms when not in use is the number one way to help prevent firearm accidents, misuse and theft,” Sanetti said. “We’re honored to be recognized by the DOJ in our efforts to promote that message and going the extra step to make a means of safe storage readily available to gun owners.”

Armed Citizen: Employee Kills Robber Armed With Shotgun

Armed.  Safe.A man entered the Paradise Island Smoke Shop in DeKalb, Ga. and requested that an employee retrieve an item from a shelf. When the employee turned to get the item, the man drew a shotgun and trained it on the worker. As the employee turned around, he grabbed the shotgun barrel, forced it in a different direction, and then drew a gun. The employee shot and killed the armed robber. Armed Citizen: Right-to-Carry Permit Holder Foils Carjacking

Armed.  Safe.A Right-to-Carry permit holder was in a grocery store parking lot in Orem, Utah, when he heard a woman screaming nearby. The woman had been taken out of her vehicle by a carjacker. The permit holder rushed to help and confronted the criminal. As the thief was lunging at him, the permit holder shot and killed the attacker.

An investigation revealed that the deceased carjacker was sought in connection with another car theft earlier that day. When asked whether the permit holder could face charges, Orem Police Captain Ned Jackson told reporters, “He’s trying to assist this lady whose car is being stolen. He was fighting with her, he was trying to protect her. Then at the point the suspect comes to him and he’s trying to take the gun from him, then he’s trying to protect himself.” (KSL, Salt Lake City, Utah 05/02/15)
