Another 41P Pushback? Good News for NFA Enthusiasts.

NSSF MemberAccording to yesterday’s NSSF Bullet Points newsletter, it looks like a final ruling on 41P – the rule change that would modify the process of transferring or making NFA firearms for legal entities – may get pushed back again.

The newsletter, under the heading “No Implementation Yet Seen for Notice 41P as Final Rule” reads:  “NSSF has confirmed with ATF that the bureau is unlikely to publish Notice 41P (NFA Trusts) as a Final Rule for quite some time.  This is in part because EPS resources are being diverted to help process the 310,000 public comments received in response to the armor piercing ammunition framework proposal.  In addition, it seems ATF has not prepared to revise the NFA database so that it can track “responsible persons” for NFA trusts. The proposed rule would require the responsible person(s) on an NFA Trust be fingerprinted.

As we previously reported, the BATFE received over 9000 comments on Notice 41P and is required to address each issue raised in those comments.  With resources diverted to processing the gargantuan number of ammo ban comments, processing 41P comments – perhaps seen as a back-burner issue – may have stalled.

Short of flat-out discarding the entire 41P proposal, this lack of movement on the issue and further delay of a final ruling (if it ever even happens, instead of just quietly disappearing) is some of the better news that could come on the subject.  Further delay of a ruling gives those wishing to own NFA-regulated items, such as supressors and short-barreled rifles, using a trust (which you can even get online) more time to establish that trust and get their required paperwork filed.

ATF Releases 2014 Federal Firearm Licensee Loss/Theft Report

BATFE LogoThe Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) released its Federal Firearm Licensee (FFL) Theft/Loss Report for calendar year 2014. The report includes a state-by-state breakdown and detailed accounting of the types of firearms reported lost or stolen by FFLs between the dates of Jan. 1 and Dec. 31, 2014.

FFLs are required to report to ATF each missing, lost, or stolen firearm within 48 hours of discovery of the loss or theft. In addition, the FFL must also report the firearm theft or loss to the appropriate local law enforcement agency. Once ATF receives a report from an FFL, the lost or stolen firearm(s) is entered into the Firearms Tracing System (FTS).

Lost and stolen firearms can pose a substantial threat to public safety and to law enforcement. In 2009 Jason Scott burglarized a FFL in Maryland stealing approximately 35 firearms. The investigation into the burglary of the FFL not only led to the recovery of all the stolen weapons, it ultimately led to Scott being implicated in five murders, nine armed home invasions, and more than 30 residential burglaries. He is serving a 100-year federal sentence.   Continue reading

Students for Concealed Carry “Empty Holster Protest” Coming Up

Group Seeks Social Media Users to Help Spread the Word via Thunderclap

Students for Concealed CarryStudents for Concealed Carry, a student-run, national, non-partisan organization which advocates for legal concealed carry on college campuses is organizing an “empty holster protest” March 30 – April 3, 2015 and they need your help to spread the word.

The group describes the (school) week-long protest as a peaceful demonstration that involves students wearing empty holsters to protest college polices and/or state laws that disarm law-abiding citizens who are legally permitted to carry a concealed firearm in hundreds of other locations in their respective states.  Participants will also be distributing literature, and holding debates or speaking events on the subject of on-campus carry.

Official Announcement: GLOCK Releases Single Stack 9mm Concealed Carry – The New G43

GlockPerfectionAfter some media outlets jumped the gun (no pun intended) on today’s announcement of the G43 – Glock Inc. has issued their official announcement:

Today GLOCK, Inc. announced the release of the new GLOCK single stack slimline 9mm pistol, the GLOCK 43. The G43 is the most highly desired and anticipated pistol release in GLOCKs history. Designed to be the answer to everyday concealed carry needs, the G43 is ultra-concealable, accurate, and comfortable for all shooters, regardless of hand size.

ATF Pulls Proposed M855 Ammo Ban

NOTICE TO THOSE COMMENTING ON THE ARMOR PIERCING AMMUNITION EXEMPTION FRAMEWORK

BATFE LogoThank you for your interest in ATF’s proposed framework for determining whether certain projectiles are “primarily intended for sporting purposes” within the meaning of 18 U.S.C. 921(a)(17)(C). The informal comment period will close on Monday, March 16, 2015. ATF has already received more than 80,000 comments, which will be made publicly available as soon as practicable.

Although ATF endeavored to create a proposal that reflected a good faith interpretation of the law and balanced the interests of law enforcement, industry, and sportsmen, the vast majority of the comments received to date are critical of the framework, and include issues that deserve further study. Accordingly, ATF will not at this time seek to issue a final framework. After the close of the comment period, ATF will process the comments received, further evaluate the issues raised therein, and provide additional open and transparent process (for example, through additional proposals and opportunities for comment) before proceeding with any framework.

Brownells Joins Industry Partners To Support Gunsmith

Harrison 1911Brownells is proud to contribute to a custom 1911 package being raffled by Guns For A Cause, to help accomplished gunsmith Dave Berryhill in his fight against cancer.

Valued at over $6,500, the 1911 package includes parts from both Elite Warrior Armament and Harrison Design, a sharkskin holster, mag pouch and magazines from Wilson Combat, a year’s free subscription to American Handgunner, ancient mammoth stocks from Brian Challis, and a T3 knife from Nighthawk Custom. Brownells donated a 1911 Critical Tools kit, containing everything needed to disassemble and assemble the pistol.
